What LA Flex is
Local Authority Flexible Eligibility — a route for households who miss the benefits test but are fuel-poor or on low income, referred by their council.
Typical criteria
Household income typically under £31,000; or vulnerability (health, age, children, disability); or living in a deprived area. Each council sets its own rules.
How to apply
Contact your council's LA Flex / affordable warmth team, or ask your energy supplier. They issue a declaration that unlocks ECO4/Warm Homes funding.
