What it is

Published 21 January 2026, the Warm Homes Plan backs up to £15bn to upgrade 5 million homes by 2030. It is an umbrella, not a single scheme: it brings together the Warm Homes Local Grant, the Boiler Upgrade Scheme, ECO4 and a future consumer-loan scheme.

Warm Homes Local Grant

Free upgrades (up to ~£30,000 per property) for lower-income owner-occupiers and private renters, delivered by councils. Replaced the Great British Insulation Scheme from 2027.

Boiler Upgrade Scheme

£7,500 (up to £9,000 for homes on oil/LPG) toward a heat pump, for any homeowner, no income test. Installer-led — your MCS installer handles the application.

The 2027 transition

From 2027 the supplier-obligation model (ECO4/GBIS) is replaced by the Warm Homes Plan delivery model, plus a government-backed low-interest consumer loan scheme for middle-income households.
